Connected but not transmiting

I am hung-up. I get the following:

Connecting to ASUS_1951

WiFi connected.
IP address:
192.168.1.153
but the ESP-32 is not transmitting – I cannot connect to 192.168.1.153
The phone WiFi “sniffer” does list “ASUS_1951” which is my router name but no 192.168.1.153.
I copied/entered the code as instructed – changed only the two lines, complied w/o error – but no joy when I try to connect.

I must be doing something wrong?

Can you tell me which project you are following?
And which ESP32 board do you have?

Thank you for your response!
I am working through the Learn ESP32 with Arduino IDE on Module 4 Unit 1.
I also have the DOIT DEVKIT V1
I figured out part of the problem… I tried to connect to the ESP using chrome on the computer which is wired to the switch – not wifi.  Then I sent the question… in the meantime I tried ‘connecting’ using the phone..,. bam! there it was!  and everything worked!
So, I guess it does not “talk” over the cable- I will use the phone from here forward.
I would think I should be able to access the ESP “website” from any computer on the local network…

Hi Charley.
The computer and the ESP32 should be on the same subnetwork.
On your local network, do you know the IP address of your computer?
Can you tell me the IP address of the computer and the ESP32?

Hello Sara,
This computer is on a different switch than the wifi… does it have to be plugged into the same switch?  I could do that
