Is D19 and D18 pins good for controlling a lamp(on and off)

Yes, those are good GPIOs. 
I recommend taking a look at our ESP32 GPIO reference guide to find out the best GPIOs to use in your projects: https://randomnerdtutorials.com/esp32-pinout-reference-gpios/
We provide a table that shows the best pins to use as inputs and outputs.
