SPIFFS installation in Arduino IDE

I don’t understand what is going on here. I downloaded the zip from the Release page, unpacked it to the tools folder and I don’t see it in the IDE menu. It didn’t give me a .jar file when it unpacked it opened a 1789 file directory structure that does not contain the esp32fs.jar file. What am I missing? I don’t find any “if this doesn’t work” type of information anywhere which is equally confusing.

OK, so it appears that I’m the only individual on the planet that this has happened to. I re downloaded the file today and got the .jar file instead of a whole directory tree. Weird
